Two witnesses identified Dykes as the person who shot Cisneros with a pistol.
Dykes was originally indicted for murder in August 2016. A motion to set aside that indictment was filed last November.
He remains in jail on bonds totaling $110,000.
Charges against Kobe Poston – the other suspect in the case – were dropped. He was released from jail in December.
