New mixed-use development 'Allen Ridge' may come to Abilene, across from ACU

Construction for “Allen Ridge”, a mixed-use development which includes new restaurants, retail stores, an apartment complex and more near Abilene Christian University's campus, is currently in the works.

"It’s a mixed-use development so you’ll have restaurants, shopping and retail at this point in time,” Abilene City Manager Robert Hanna said.

The mixed-use development will be constructed between Judge Ely Boulevard, Ambler Avenue and Interstate 20, if it is approved to be built in the future.

Before construction can begin, approval of the project is needed from the Abilene City Council.

At this coming Thursday’s city council meeting, the Abilene City Council will discuss an economic development agreement between the City of Abilene and ARL Retail.

"They've asked for some economic incentive with this. It's in the tourist district and council has agreed to offer them up to $250,000 in sales tax they have to earn over a seven-year period and then up to a $200,000 tax increment reinvestment zone financing funds," Hanna said.

"Allen Ridge" is a three-phase project, with the first phase of the project costing over $11 million.

"Phase one has [an] $11.1 million capital expenditure. Phase one includes the restaurants and retail shops and kind of a boardwalk around the retention pond that they have," Hanna said.

Constructing hiking and biking trails in the area also a part of the first phase of the project.

The plans for the next two phases of the project have not been released by ARL Retail.

So far, a timeline for the project has not been set in stone.
